This is as far as I understand, don't quote me on this though:

when the CPU prosseses informatio it does it in cycles, information goes in, does whatever it has to do, goes out back to the OS, and the next cycle goes in and so forth, so doing more work per cycle would mean that the information that the prossesor could prossess in one cycle is more, and becuase it's doing more work it would get hotter.

k you guys think it's just the fan? cause i really don't wanna spend money on this computer, it's basically just for music/online/internet/ and 2 basic computer games lol

If you've reseated the RAM, video card, and processor, I would start by replacing the fan. The beep codes don't tell us much, so going from the symptoms I would say it is either a power supply or CPU fan (or CPU). The cpu fan is the cheapest, so I'd try that first.

Update:
computer is fixed haha just the cpu fan, my luck eh?
i went to microcenter, it's a place like compusa but a lot cheaper and bigger and picked up a cpu fan, i asked the guys if my cpu was fried but he's like, if you brought that here it's probably spiked cause you kept it out and your carrying it like that. i'm like "yea ok shut up" in my head haha and i told him about the 4 beeps he's like definatly video problem i'm like.......... shut up you ****ing peice you don't know shit lol. so i bought the cpu fan and left. installed put the compound. working perfectly fine haha
